Islohotlardagi asosiy urg‘u oliy ta’lim muassasalarida talabalarning jahon andozalariga mos sifatli bilim olishlarini ta’minlash, professor-o‘qituvchilarning salohiyatini oshirish, sog‘lom raqobat muhitini yaratish, oliy ta’limning ilg‘or standartlari va innovatsion o‘qitish uslublarini joriy etish, zamonaviy fikrlaydigan Yangi O‘zbekistonning yangi kadrlarini shakllantirish, muxtasar qilib aytganda, ta’lim sifatini keskin oshirishga qaratilmoqda. Bu borada, avvalambor, ta’lim sifatini oshirish bo‘yicha xalqaro standart va yo‘riqnomalarni o‘rganish, ular asosida ta’lim sifatini baholashning milliy me’yor va mezonlarini ishlab chiqish, oliy ta’lim muassasalarida ta’lim sifatini oshirishga to‘sqinlik qiluvchi omillarni aniqlash hamda ularni bartaraf etish asosiy maqsad etib belgilangan.
